On 8 April 2020 OIOS published the audit of OCHA operations in Iraq, report 2020/005, assignment AN2019-590-03, including management of the Iraq Humanitarian Fund. The period is 1 January 2018 to 30 September 2019. The forensic sample in paragraph 35 reaches back to cases from 2015.

What was missing

The paragraphs that matter here are about time after a suspicion was referred, not about a scorecard or a reserve justification on a new award.     CBPF standard operating procedures give three options for reported fraud: an implementing-partner investigation, a forensic review by an independent audit firm, or an OIOS investigation. Only 2 of the 35 suspected fraudulent cases under forensic audit from 2015 to 2019 had been completed. Those two took 382 and 586 days from the partner notification date. Both reported no evidence of fraud or wrongdoing. That sentence covers the two completed files. It does not clear the other thirty-three.

  2. 2. No standard timeframe was attached to forensic audits

    Terms of reference for external audits expect them to be ideally completed in six months. OIOS found no timeframe attached to forensic audits. Recommendation 3 asked OCHA to review commissioning procedures and estimate standard timeframes. OCHA accepted. The recommendation remained open pending evidence that procedures had been updated. This card does not update that 2020 status.

Recommendation 3 remained open at the date of the report. OCHA said timelines were not entirely within its control. Open in 2020 is not a statement about 2026. This card does not carry the recommendation forward.

The award-assurance question

Before signature, which document is the eligibility and selection file? A forensic audit that finishes hundreds of days later is a different record.
