  1. 1. Regional Director approval was still required

    Non-competitive NGO IP selection may be used in exceptional circumstances if justifications are documented and approval is obtained from the Head of Office, or from the Regional Director if cumulative IP workplan amounts for the programme cycle are expected to exceed US$0.5 million. The office engaged three NGO IPs non-competitively. The Representative approved, and the audit team viewed the choice as justified in the humanitarian context, but Regional Director approval was also required because each IP’s cumulative workplan budget exceeded US$0.5 million.

  2. 2. RFQs without criteria, evaluations without individual scores

    All four RFQ solicitation documents reviewed omitted evaluation criteria. The transactions included visibility items at US$55,800, venue and stationery at US$18,500, Sudanese Toub and Jalayia at US$171,000, and printed GBV guidelines at US$12,137. Technical evaluations listed criteria but recorded no individual scores. The file cannot demonstrate the scored comparison.

  3. 3. Purchase orders and receiving reports were incomplete

    In 3 of 10 procurement transactions reviewed there was no approved purchase order. Policy-mandated receiving and inspection reports were not available for 2 of 10 transactions, and a noncompliant template was used. Three other RIRs were incomplete and did not certify acceptance or rejection. A missing purchase order or an incomplete receipt file is not proof that goods were diverted.

What followed

Recommendation 5, on IP selection and HACT assurance, is high priority. OAIS records the status as Agree, with estimated completion in December 2026. Recommendation 9, on procurement documentation, is medium priority, status Agree, estimated completion March 2026. Agreed is not done. This card does not report a later completion.

The award-assurance question

Before signature, can a reviewer see the threshold approver, the RFQ criteria and individual scores, the purchase order or contract, and the receiving and inspection report the file will have to carry?

Where Trace-li fits
